Sovereign mission control for multi-government operations — forming the advisory council

ImpactBuilders Studio is shaping a new venture under the working name Concordia Mission Control Systems. As with every venture we build, we start by listening to practitioners through a compact advisory council.

What this venture will do

Concordia will support multi-party, multi-government, hybrid tactical missions in defensive, military, and rescue operations. The core challenge is the exchange of sovereign data that must remain sovereign—enabling coordination across jurisdictions and organisations without centralising or compromising ownership of sensitive information.

Where we start — and why

We are constituting the first advisory council across four European countries, each chosen for a specific, practical reason:

  • Estonia — leading role in digitalisation and government-grade interoperability.
  • Finland — current role in international mediation and conflict-resolution practice.
  • Switzerland — neutral position combined with significant investment in defensive infrastructure and arms.
  • Belgium — host country of NATO headquarters and associated institutional proximity.

Size and composition

We are keeping the council deliberately small: five people with complementary perspectives across defence, civil protection, standards/procurement, secure systems integration, and mission operations.

Commitment and contribution

  • 4–5 intensive meetings per year
  • Opening the network to potential clients in government institutions
  • Providing feedback from the market on priorities, risks, and adoption
